My practice supports applicants, councils, and interest groups navigating complex environmental and planning matters throughout Aotearoa New Zealand.
Senior Legal Counsel
I am an experienced environmental advocate, advising applicants, submitters, and interest groups across consenting, policy planning, and land use disputes. My work spans all stages of the resource management process—from lodgement and notification to hearings, plan changes, and procedural objections. I regularly appear before local authorities and the Environment Court, including on declaratory and enforcement applications. I am often briefed as senior counsel for complex and contested proposals.
Independent Commissioner
As a qualified independent hearing commissioner with nearly two decades of experience, I am regularly appointed by local authorities to assess and decide contested applications. I hold a current Chair’s certification and have chaired numerous EPA-appointed fast-track hearing panels. My role is to provide impartial, balanced decision-making for a wide range of environmental and planning processes.
Mediation & Facilitation
I facilitate expert witness conferencing and pre-hearing discussions to help parties clarify and document areas of agreement and disagreement ahead of formal hearings. I also offer mediation services for resource management appeals and property disputes, including cross lease, fencing, easement, covenant, and boundary issues. My approach is practical and solutions-focused, supported by recent AMINZ mediation training.
Meet Kitt
Kitt R M Littlejohn

Kitt Littlejohn is a barrister, independent commissioner, and mediator with over 25 years’ experience specialising in environmental, resource management, and public law.
Kitt has acted as senior legal counsel on many of Aotearoa New Zealand’s most complex and high-profile planning and infrastructure matters, representing applicants, councils, and interest groups in local authority hearings and the Environment Court. He brings deep legal insight, strategic thinking, and a practical understanding of how to navigate regulatory frameworks.
In addition to his legal practice, Kitt is a certified Chair and experienced independent commissioner, regularly appointed to hear and determine applications under delegation. He also offers mediation and facilitation services, helping parties resolve disputes efficiently and constructively.
Kitt holds degrees in Law and Political Science from the University of Canterbury and has completed specialist training in decision-making and mediation. His practice is built on clarity, fairness, and results — supporting clients to find the path forward in complex and frequently contested environments.

Orewa West
Development
2007
Acted as lead counsel in a contested 575-lot greenfields residential development in west Orewa, Auckland. Represented the project through complex planning and consenting processes.
Waiheke
Marina
2016–2023
Represented a contested 180-berth marina development at Waiheke Island. Oversaw statutory approvals, business structuring, berth licence sell-down, construction, and project handover. Currently serves as a shareholder and director of the marina company.
Te Ara Tūhono –
Warkworth to Wellsford
2020/21
Chaired the hearing panel for NZTA’s application for a new 26km State Highway north of Auckland—one of New Zealand’s largest recent infrastructure projects.
Eden Park –
Concert Proposal
2020/21
Chaired the hearing panel for Eden Park Trust’s application to host music events at Auckland’s national stadium. Managed public submissions from over 1,000 parties in a high-profile, contested proposal.
New Plymouth –
District Plan
2021–2023
Served as a member of the hearing panel responsible for reviewing and determining the land use policy and planning provisions for the entire New Plymouth District (2,206km²).

Brickfields, Hobsonville Point
2022
Chaired the EPA-appointed panel for a 418-lot greenfields residential development.
Bayswater Maritime Precinct
2022–2023
Represented a 120-lot redevelopment of Bayswater Marina’s hardstand, North Shore.
Vision 4 Growth – Marsden Point

Ongoing representation of Northport Limited in its major container port expansion.
